What We Do

  • Serve as an intermediary between nightlife establishments, residents, and the District government.
  • Promote a safe, economically and culturally vibrant night time economy.
  • Engage nightlife stakeholders by conducting outreach and providing assistance.
  • Solve nighttime issues by collaborating with District government agencies.
  • Educate nightlife establishments on existing district policies and regulations through quarterly trainings.

Salah Czapary was appointed to serve as the Director of the Mayor’s Office of Nightlife and Culture by Mayor Bowser on November 10th, 2022. He was unanimously confirmed by the Council of the District of Columbia on December 20th, 2022.

Director Czapary has over 10 years of experience leading community outreach initiatives and engaging with diverse stakeholders. Director Czapary recently served as Special Assistant to the Chief of Police at the Metropolitan Police Department (MPD), where he led numerous programs in partnership with local organizations to encourage greater community engagement with policing. He also oversaw community working groups to garner residential feedback, develop community trust, and improve volunteer service programs. Director Czapary is a graduate of the Metropolitan Police Academy, he completed a Fellowship in Innovative Policing at Georgetown Law Center, the Program for Excellence in Municipal Management through The George Washington University. He is currently completing his Master’s Degree in Homeland Security and National Defense at the Naval Postgraduate School in Monterey, California.

Director Czapary has been awarded two achievement medals, a lifesaving medal, and a January 6th, 2021 Ribbon of Valor. In 2019, he was the recipient of the Homeland Security Today’s Mission Award and in 2020 under his leadership, MPD’s Reserve Program was awarded the 2020 Leadership in Volunteer Police Service Programs Award.

History

On October 18, 2018 Mayor Bowser signed the “Office and Commission of Nightlife Establishment Act of 2017,” establishing the District’s first Office of Nightlife and Culture. The Mayor signed the legislation at The Park at 14th, a nightlife establishment in Ward 2, and was joined by the bill’s sponsor, Ward 4 Councilmember Brandon Todd
