The Mayor’s Office of Community Affairs offers  programming and resources for District residents.

NonProfit Capacity Building

The Mayor’s Office on Volunteerism & Partnerships provides capacity-building training and technical assistance to District of Columbia agencies, nonprofit 501(c)(3) corporations, as well as community and faith-based organizations. Capacity building functions assist local service providers to identify, apply, and manage competitive grants and related in-kind resources in addition to advising on board development, fundraising and grant development, proposal writing, program evaluation, DCRA and IRS compliance guidelines, and social media applications.

Grant Funding Opportunities

Language Access Services

The Language Access Program is dedicated to removing language as a barrier to obtaining information and services from the District government. The Office of Human Rights (OHR) is responsible for the oversight and enforcement of the Language Access Act in partnership with the Office on African Affairs (MOAA), the Mayor's Office on Asian and Pacific Islander Affairs (MOAPIA), the Mayor's Office on Latino Affairs (MOLA). Language Access Coordinators at each office assist and monitor DC government agencies, programs, and services in complying with the Language Access Act.

In collaboration with the DC Housing Authority (DCHA) MORCA provides twenty (20) housing vouchers to Returning Citizens per year here in the District of Columbia. MORCA adheres to the DCHA criteria when selecting returning citizens for the housing voucher program.
